File a GitHub issue — via the API when configured, otherwise as formatted text to paste.

Creates a GitHub issue. With owner/repo and a token configured it posts through the GitHub API; otherwise it returns formatted issue text for manual creation.

You usually describe the problem in free-form text — the model derives the title (a short summary) and body (the fuller description) from that, without inventing details.

Every issue this creates ends with a trailing line — _Filed by Koris_, linking back to the project — so anyone reading the issue can tell it was created by Koris rather than a person.

Requires confirmation: this is a state-changing action; the model must show you the derived title/body/owner/repo and wait for an explicit follow-up confirmation.

Trusted senders can also download it from chat:

/tools download issue

If the plugin is already installed, add --force to overwrite it.

Downloaded files go to plugins/tools/issue/
